In the past couple of months, I have been using OSH park.com.
As I understand it, they have become the supplier for Sparkfun. Its the closest thing to the cost and convenience of ExpressPCB for prototyping boards that I have found. They are full spec boards with soldermask and silkscreen. Order one, and get three copies. something like $5 per square inch with all included.
I also understand that they are a order packager, ie: they collect many orders and combine them for a full sheet. I have never had one wait longer than 2 days before the order went in, and since they are manufactured in the US, they come to me fairly quickly. I think they average 10-12 days to my door.
I use Eagle for generating the files, and it works for me quite well.
Just my 2 cents.

For serious low quantity projects but also for high volumes too, Eurocircuits is highly recommended.
Top quality, speed and accepts even directly eagle brd files.
