Hi,

I've come across a nokia 3310 LCD. However, it is mising the whote strip at the bottom and the connector with the solder pads. If I hold the glass at the right angle, I can see the ITO tracks and pads. I suspect the missing white strip means no driver. Am I correct? Can I use it?

Here are some closeups of the screen. You can just see the ITO traces on the glass.

I would say that you do not have an on board driver on that display. If it were chip on glass (COG) I'd expect to see a "bump" on the back somewhere. This would be the driver chip covered in a coating of epoxy sealant or compound.
