    Well, i don't know what else i could suggest...

    1. Make sure MCLR/VPP pin goes ~13V while trying to program.
    2. try to sit a 0.1 uf on the top of your PIC, between Vdd and Vss pin.
    3. Make sure that your programmer is as per their schematic if you built it yourself.

    Try with other software, some like IC-PROG seems to show some setting suggestions for each programmer type.

    wen me trying to programme with this new one..

    the same error message is shows

    at the time of flashing, I checked the voltage across MCLR and VSS

    around 13 volts is coming

    Wow! PICKIT2. You can sure knock out building those programmers left and right! PICKIT2. Problem is..all that work and nothing to show for it... PICKIT2.
