PIC16F628A programming help

It's certainely not better than JDM. Anyways, did you tried other software? From the RCD website, they list IC-Prog, WinPic and PICProg4U. May worth a look to.

Are you using a USB-to-Serial converter between your PC/Laptop and your programmer?

i connect the programmer direct to the serial port

Well, i don't know what else i could suggest...

1. Make sure MCLR/VPP pin goes ~13V while trying to program.
2. try to sit a 0.1 uf on the top of your PIC, between Vdd and Vss pin.
3. Make sure that your programmer is as per their schematic if you built it yourself.

Try with other software, some like IC-PROG seems to show some setting suggestions for each programmer type.

at the time of flashing, I checked the voltage across MCLR and VSS

around 13 volts is coming
