For video monitoring with mobile phone, you need a network capable DVR ( digital video recorder ), cctv cameras, and internet connection ( possible with a fix IP address )

If you connect the DVr to a pc, you can set multiple region that will trigger an alarm.
This alarm signal activates an GSM alarm system , so it will send a predefined SMS to predefined number(s)

The user must activate the browser on his/her mobile phone (preferable 3G due to high datarate) and load the web /IP address of the DVR

You can get it done within a week as the components are available, it will cost around $1000 or less
