Unhappy Reccomendation for pic18f4525 programmer to build

Hello. I'm new to pic programming but i need to use pic18f4525 for a university assignement.

So i need a programmer board that can be build in hand with the following characteristics.

I need it to have a debug mode because i want to monitor the spi interface. . I would appreciate it if it was not using usb because i can't easily find usb tranceivers.

I also need to be able to debug the uC when it works with 3.3V

Thank you very much in advance!!!
