since here is where you have come to the table, the obvious answer is PBP. If you want to hang out in the Proton Forum, then Proton is the answer. 6 months from now you are not going to notice the 50 dollars difference. Now if you only intend to do say a total of 10 or less micros in life, I would high tail it over to Kronos Robotics and buy their chips. Their compiler I believe is free, it has great support, a useful GUI, lots of code examples and built in features like 1 click programming of their popular applications.
