I don't thank anyone will be able to help you based on the limited information in your post. You'll need to state things like:

1) - what hardware programmer are you using.
2) - what software you use to send the HEX file to the PIC
3) - details of your hardware, how are you testing the PIC
4) - details of your PBP code

Without this sort of info I think most of the suggestions (if any) will be guesses
