Well I just got done compiling a program for an 18F452 w/PBP2.44 and looking at eeprom locations w/MPLAB IDE 6.4 and I don't see any gaps in the eeprom memory used for data statements like you are talking about. I did however see this when compiling a program for an 18F1320.
