I check this forum regularly for new posts. I checked before I went to bed last night and again when I woke up this morning. Three posts were made while us folks in the United States normally sleep. Please consider that when anticipating a reply.

The issue is your Vista OS. PBP3.1 was created with Microsoft Virtual Studio 2015 which works with Windows 7 and newer (8.1, 8.5, & 10). You have the option of upgrading your Operating System or reverting back to the 3.0. For what it's worth, I purchased a new laptop so I could use the newer software (not just the PBP3.1) needed to keep current. I had been using Windows XP. Wish there was a better answer for you.
