    Well I was looking into this for a project, but didn’t get to use it:

    I edited it above because it’s not only a monochrome overlay, but also I don’t know if it will ruin a colour source video.

    Have you searched Hackaday for a project like that?

    The video at the link http://www.mikroe.com/click/osd/ looks like color video input with that 7456 chip on the module.

    Thanks guys!
    The 7456 chip is a "monochrome" chip so text is only in white.

    I wish it could and sadly the BOB-4 is only white characters. Eagletree makes a text inserter with color text however they will not disclose how to talk to it.

    The reason the maxim chip was going to get expensive for me was
    I was planning to use 3 of them,
    one on each of the RGB signals,
    so I should have got colour, but at a cost.

    It is possible to get dedicated chip, but you will need much more hardware.
    Old CRT monitors have color OSD chip, which is I2C driven (forgot model, but you can find it with ease). The main issue is that it operates with RGB data. So to use it with your video in video out, you will need to "disassemble" your video signal, add OSD and "assemble". The above mentioned maxim chip passes color without problems, I've been using it with PICBASIC (adapted basic stamp code)
