    That 2nd listing has contradictory information; main page says Ships USA Only, but description has a few countries listed under Shipping - including France.

    Maybe you have to contact seller to get approval.

    No hope !!! I only get this red screen :

    note it's somewhat "rock'n Roll" : I ordred once a MS 5262A wind meter from china : no Problem to order. Few minutes later I tried to re-open the Ebay page : Red Screen !!!

    I received my meter 2 weeks later ...

    You can use Tor browser to avoid country restriction. I used for youtube. Because lot of videos were restricted to Serbia, few years ago.
