If you know the rate of flow (known pressure into a tube with known orifice size), it is easy to fill exactly 500ml by just timing how long the water should flow through such a tube. A simple solenoid should be sufficient to do that.

... Or you can use a load cell and measure the weight via ADC.
A home made dynamometer can be easily built with a spring and a switch.
