Thank you for clearing up my confusion I'm actually preloading a counter now to keep time based on the power line frequency. My test setup has been running for 6 days now. Checking it against "official" time it drifted to 8 seconds slow then down to 2 seconds slow. As of today it is 2 seconds fast. It appears they still do try and average the frequency in the long run.
