    Pulsin seems to be very adequate ...

    @ 4 Mhz result will be ~100 to ~ 200 ...

    100 is 0% 200 is 100% ...

    @ 20 Mhz ...............~ 500 to ~ 1000

    then just calculate the y = ax+b equation ...

    But if you want to have precise 0% for stick down and 100% for stick up , you'll have to calibrate and memorize result first.

    i.e 112 is 0 % and 188 is 100% @ 4Mhz

    May be you will have to use DIV32 for calibration if 20 Mhz necessary for 2µs resolution ( see manual ...)
