    Hi, Art

the 7660 NEVER has been a regulator, but a voltage doubler ... Better Try the ICL 7663 !!!

    for 25 v you'll need a pre-regulator ( switching ! )

the 78L05 also is to consider ...

Why insist on using 32 Bits when you're not even able to deal with the first 8 ones ??? ehhhhhh ...

IF there is the word "Problem" in your question ...
    certainly the answer is " RTFM " or " RTFDataSheet " !!!
