    You write a program on you PC to send a command via serial.
    Have the PIC programmed to look for a certain command from the PC.
    If the PIC likes what it sees from the PC...

    Could he be referring to driving an led directly from a serial port? That's kinda how I read his first post... shift register, maybe? (his post said without the pic, from vs2005). Maybe he needs to word-up on bit-banging the parallel port instead?
