Does anyone know of a good text book that gives rules about drawing a schematic to minimize jumpers on a single sided PCB? I know this isn't a PBP question but I am hoping one of the experts in here knows of something.

what software are you using, i find dip trace to be good as it has a better routing rate than eagle
but on the other hand eagle allows manual placing from the start
when you draw a schematic think before you place components about how these will fit onto the pcb as some pcb programs try to keep the components in the order of the schematic
Another thing i do is use the vdd and vss tags, to connect positive and 0v connecions ,place as many as you need ,most pcb software will work out the best way of routing the power connection if done like that
Post the schematic and im sure someone on here will have better suggestions
