Odessa needs help

Halo, i have a bit off-topic question for the forum, but i couldn't find assistance anywhere else... So i am from Ukraine and i am a big bear hunting fan. Me and my friends we all have this gps devices www.nav4all.com and they are very nice because we know where we during the chase. Nevertheless i have had this idea of of also being able to see my friends devices on the screen of my phone. Is it posible if speacking on theoretical level?

do you know why these devices use is strictly forbidden for hunting , here in our western countries... ???
