I had copied over a TO-263 footprint from the public library in Kicad, then checked up in the datasheet from JLCPCB cause I thought the IC was unusually large.
It turns out the size of the TQFP-64...
Once I realised it was the issue, went looking and found exactly that. Thanks.

Save on setup fees. Select Basic Parts whenever possible. It's cheaper than using Extended Parts.

Stop tearing out your hair, browse the part and check the 3D model in...
The programming spec document for the 12F508 states that the min VDD for programming and bulk erase is 4.5V, so I'd increase that just to be safe....
