I bought a program several years ago called "Stripboard Magic" that allowed you to do this. The schematic drawing part of it was the most untidy drawing package I have ever seen but the finished veroboard layouts looked quite reasonable.
Below is one of the generated layouts which I then took into PaintShopPro to add some text

I believe the company that wrote the program have ceased trading which is a pity because it was quite a promising program if it had been developed a bit further. Apart from the odd crash, the biggest problem I found was that its main goal seemed to be "Use as much veroboard as you can" !!!!
Sorry I cant show you the raw output of the program as I dont currenltly have it installed and I dont know where the CD is as I use Proteus to do my schematics and PCB layouts now.
