Device does not match

I try to program the PIC18F24J10 with the U programmer but it return the error Device not match,the MCU is a new device which is just open from the antistatic bag,what can cause this error?

I don't have any experience with the "U programmer" but have you doubled checked that you're compiling for the correct device and that the correct device is selected in the programming software?

If it's actually the Melabs U2 programmer you're talking about, have you seen this (http://melabs.com/support/3v_icsp.htm)? And/or tried the latest version of the programming software?
