I don't see why not but it's not going to be trivial, interesting challenge to play around with but these days very few sources are PAL or NTSC so I don't know....

There are OSD chips available, MikroE has their OSD Click (http://www.mikroe.com/click/osd/) board, perhaps that's a way forward if you need to get it done as smoothly as possible.
