Why not use a LM3916 LED VU meter IC, plenty of circuits on the web and probably easier than programming a PIC micro to do the job

yes but i would use the pic for other led games too, the musical vu-meter will be only one of them

Yes, I have done it, it is possible, but it won't be as smooth as real vu meter, because then you need to emulate fade-in-out in software :)
