The core is FPGA.
Its been done before but unsuccessful due to Microchip licensing issues.

The core is the software written in Verilog or VHDL which configures the gates (hardware) of an FPGA chip.
Then the FPGA can be programmed as a PIC.

Top speed I found is a very fast 320MHz on an ASIC (http://www.dcd.pl/workspace/documentation/asi/drpic166x_ds.pdf) FPGA!
