DesignSpark (http://www.designspark.com/pcb?utm_source=dscaro&utm_medium=dscaro&utm_campaign=dscaro) is a full featured, well supported, freeware PCB design application. I came across it while looking for something that can import Eagle files (which it does).
It's from RS Components Ltd which is a worldwide supplier of electronic components. One of its features is it can generate BOMs with their PNs - that's why it's freeware. It also interfaces with a few freeware SPICE simulators. It's hard to beat at any price.
