Good question.

Zip tie mount brings up a lot of results on google. Mcmaster Carr (mcmaster.com) calls them cable tie holders.

Sometimes is hard to find specific things when you don't know the name and you speak another language. :)

Actually, I don't know the name for it in spanish either. LOL
