    I have always found with both Pk2 and Pk3 it's much safer to externaly power the device under test (bear in mind USB 2 will only supply 100mA)

    Be aware you need to tie GPIO 0 to ground to flash if your board can't autoflash. Other than that look to Serial problems. If you click on the blue text "Flashing procedure" you get an extensive list...

    The PicKit3 does not have a ZIF socket, so I assume the board with ZIF socket is an add-on board. I've never used one of these add-on boards but I imagine you need to set jumpers to suit the PIC...

    I'm not saying you can't adopt a personal errror reporting system to suit your hardware, my point is that the compiler has no certain way to report errors.

    Pretty sure Pedja nailed it, also note that 18F2431 is an older design that still included PGM, so maybe some odd LVP (I know the poster turn it off in the fuses) issue.
