    If the device is primarily mains-powered there is no real concern for power consumption and a simple RELAY would allow switching of practically any amperage at the cost of a few 10's of mA.

    Absolutely not - you should not use relay contacts in parallel under any circumstances. Look at getting a small automotive 12V coil relay or even consider using MOSFET(s) for the switching component.

    Yes, unless you specifically WANT a heater, why would you require such a resistor? Power control is usually done using PWM these days.
