I use picbasic pro. Now I want to make a PWM controlled battery charger with PIC16F. But I don't know how to use MOC3021 (triac drive) & INTCON hardware interrupt.

Don't forget to add a" STEP -1" to your "FOR" line, unnecessary when counting up, but required to decrement your loop variable

did you see an i2c address to use for the bq20z70 in the i2cRead command ?
Not interrupts but SLEEP or NAP. Interrupts keep the clock running but with SLEEP and NAP it all shuts down for a selectable period of time, wakes up, does its thing and goes back to sleep.

Yes, of course, you need to program the PIC to send and receive commands and data to/from the TRH031M according to the datasheet.
