Logged in under an ADMIN account?

And I've said it before, I'll say it again, PICKit2...cheap, easy, supported, no problems...

which driver software you are using? is it "picmicro"-- try using winpic800
secondly- try replacing the electrolytic caps used. and ensure that Vpp is 12.5V .Otherwise use " icprog" there is a facility for delay adjustment I saw in " icprog" -- make it 15 or 20 - it should do your job.

I agree!
Icprog works perfectly with JDM on win XP

so does winpic800. i only use icprog for the 2 chips i have that aren't supported in winpic800. i use winpic800 for everything else. also, most jdm serial port problems are solved when using an external voltage source for vpp.
