I would like to assemble a frequency meter to measure the tuning an air band receiver. The frequency range is from 100 to 140MHz about. Does anyone have any idea how to do this with PBP?

Thanks

You may wish to look at using a "Varactor" (Voltage controlled capacitor) http://forum.allaboutcircuits.com/threads/voltage-controlled-capacitor.48678/ The voltage applied would indicate the frequency.

I'd just pick up an 8 bit counter, then use the PIC to count the overflow. This takes the signal and divides the frequency by 256, which will get it into the range of most PICs. Depends on the resolution you need.
